Professor Ross is Managing Director of Teacher Policy at the National Council on Teacher Quality (NCTQ), where she directs NCTQ’s state and district teacher policy work and advises a wide array of entities, including: State Departments of Education, journalists, litigants, legislators, advocacy groups, and federal officials. Previously, she served as a Policy Advisor at the U.S. Department of Education, where she developed regulatory and non-regulatory guidance under the Elementary and Secondary Education Act and the Higher Education Act. Professor Ross began her career as a third grade teacher at Simon Elementary School in Washington, D.C. She has been a member of the Georgetown Law adjunct faculty since 2017.
